Section 106.45(b) of the 2020 Final Title IX Rules require the sharing of “[a]ll materials used to train Title IX Coordinators, investigators, decision-makers, and any person who facilitates an informal resolution process. A recipient must make these training materials publicly available on its website, or if the recipient does not maintain a website the recipient must make these materials available upon request for inspection by members of the public.”

Faith & Conscience Absence Policy

Community Colleges of Spokane will grant reasonable accommodation so that grades are not adversely impacted for students who are absent for reasons of faith or conscience, or for an organized activity under the auspices of a religious denomination, church, or religious organization. Such absences must be requested in writing on the Class Absence Request form within the first two weeks of the beginning of the course start. There are no additional fees associated with this request.

Examples of religious accommodations may include: rescheduling of an exam or giving a make-up exam for the student in question; altering the time of a student’s presentation; allowing extra-credit assignments to substitute for missed class work or arranging for an increased flexibility in assignment due dates; and releasing a graduate assistant from teaching or research responsibilities on a given day.

The student is solely responsible for ensuring documentation authorizing the absence is provided to each of the instructors whose classes or assignments are affected by the absence. If the student fails to notify the instructor of an authorized absence under this policy, the instructor is not obligated to make accommodations.

Whistleblower Act Notice

The Whistleblower Act State law (RCW 42.40.070) requires Community Colleges of Spokane to annually provide information about the Whistleblower Act to its employees. The Whistleblower program is intended to provide an opportunity for employees to report improper governmental actions. The law makes retaliation against individuals whose assertions result in a whistleblower investigation unlawful and authorizes remedies should it occur.

Improper governmental action is defined as any action by an employee undertaken in the performance of the employee’s official duties which:

  • Is a gross waste of public funds or resources; 

  • Is in violation of federal or state law or rule, if the violation is not merely technical or of a minimum nature; 

  • Is of substantial and specific danger to the public health or safety; 

  • Is gross mismanagement;

  • Prevents dissemination of scientific opinion or alters technical findings; or 

  • Violates the administrative procedure act.

The Whistleblower Act specifically states that improper governmental action does not include personnel matters.

The State Auditor’s Office (SAO) is solely responsible for investigating and reporting assertions of improper governmental action in state government. Whistleblower complaints may be filed anonymously.
