On May 12, 2020, the Governor amended and extended, Governor’s Proclamation 20-28.3, which temporarily suspends some specific provisions of the Public Records Act (RCW 42.56) due to the COVID-19 disease outbreak. The proclamation is effective from March 24, 2020 until midnight, May 31, 2020, unless extended beyond that date.

  • The proclamation temporarily suspends the PRA requirement that agency offices must be open for public inspection and copying of public records for a minimum of 30 hours per week. If you need to contact the Public Records Office, requestors should use alternative means such as phone, US mail, or email.
  • The proclamation temporarily suspends the PRA requirement that agencies respond to PRA requests within five business days. CCS may not be able to provide requestors an initial response within five business days.
  • The proclamation temporarily suspends PRA language requiring agencies to provide an ability for the public to conduct PRA business at an agency office, in-person, such as in-person inspection of records or in-person submission of PRA requests. During this time, if you need to contact the Public Records Office, requestors should use alternative means such as phone, US mail, or email.
