CCS rule-making information

Title 132Q of the Washington Administrative Code (WAC) contains the rules of Community Colleges of Spokane, which includes Spokane Community College, Spokane Falls Community College, District Administration and Facilities.

Hearing Notice:  On March 20, 2018, at 8:30 a.m., at 3305 West Fort George Wright Drive, Spokane, WA., a public hearing with an opportunity for public comment, regarding proposed changes to Public Records administrative code procedures will be conducted.
 
The purpose of the proposal and its anticipated effects, including any changes in existing rules are:
 
(1) To comply with EHB 1595 and RCW 42.56.120, by updating the Public Records administrative code;
 
(2) it is unduly burdensome for the Community Colleges of Spokane (CCS) to calculate actual costs for copying records to fulfill public records requests; and
 
(3) pursuant to RCW 42.56.120, these changes will allow CCS to be reimbursed for the costs associated with fulfilling its duties under the Public Records Act.

On January 22, 2018, Community Colleges of Spokane filed emergency rules with the Code Reviser’s Office pertaining to the Public Records Act. The emergency rules are needed in order to comply with EHB 1595 and RCW 42.56.120. The changes also allow CCS to be reimbursed for the costs associated with fulfilling its duties under the Public Records Act.  CCS is in the process of making the emergency rules permanent (see above).
